anyone else having problems using the html scripts

First I tried quoting someone and it didn't work. Then I tried using the bold but it didn't stop where it should have. I don't even know how that happened but it did. Is it just me or what?

But the tags show up. Should it be doing that? I haven't really messed with any kind of html script since 8th grade.
